Стр. 11 - MAJOR ELEMENTS OF THE NATIONAL STRATEGY The national strategy should be geographically and functionally comprehensive. It should address both international and domestic terrorism. The distinction between terrorism outside the borders of the United States and terrorist threats domestically is eroding. International terrorism crosses borders easily and may directly affect the American homeland.
