FOREWORD

The uncertainities of the postwar years, together with their attendant international plexities, have emphasized more than ever before the need for a well-armed, wellfed and well-organized Navy as an instrument of national security.

The strength and vitality of the Navy depends, as it always has, on the men who d, man and operate its fleets and supporting shore establishment, and who direct its r-all destiny from the Navy Department in Washington.

The ability of the Navy to perform with maximum effectiveness is contingent in e measure upon sound organizational structure. This publication has been prepared rder to provide the personnel of the Navy with information concerning its basic organtion and is recommended to all who have a part in the direction of its management and rations.

PREFACE

The prime end sought by the Navy in the training of its officers and men is the develent of competent fighting men to man its ships and fleets. The importance to the of industry and the supporting shore establishment is continually increasing with the t that this training must be supplemented and expanded to include experience and in business administration and organization.

A knowledge of the United States Navy and its component parts is therefore essential chieving the additional competence required by such an expanded training program. This publication has been revised and made current to provide such knowledge. I rd it as required reading on the part of all naval officers, and recommend its study to thers having the Navy at interest.

With. Fulltan

Chief of Naval Operations.
