ability compensation provided by chapter 11 of this title plus a proportionate share of the pension otherwise payable under chapter 15 of this title computed as follows: Deduct from 100 per centum the compensation rating evaluation, the result representing the percentage of pension payable in the case.”

SEC. 15. Section 612 of title 38, United States Code, is amended by adding at the end thereof the following new subsection:

“(i) At the request of any veteran who is rated as totally disabled from a serpice-connected disability, the Administrator shall furnish such veteran medical services (including drugs or medicines) for any disability of such veteran regardless of whether or not such dsability or condition is service connected."

SEC. 16. The last sentence of subsection (a) of section 620 of title 38, United States Code, is amended by striking out “except where in the judgment of the Administrator a longer period is warranted in the case of any veteran” and inserting in lieu thereof “except (A) in the case of a veteran with a serviceconnected disability, or (B) where in the judgment of the Administrator a longer period is warranted in the case of any other veteran”.

SEC. 17. Sections 902 (a) and 903 (a) of such title are each amended by striking out “$250" and inserting in lieu thereof “$400".

SEC. 18. Section 315 of such title is amended by striking out “$40” in subsection (1) and inserting in lieu thereof “$130”,

SEC. 19. Section 360 of such title is amended by striking out “The Administrator" and all that follows through the end thereof and inserting in lieu thereof the following: “or (4) has suffered the loss or loss of use of one extremity as a result of service-connected disability and has suffered the loss or loss of use of the paired extremity as the result of non-service-connected disability not the result of his own willful misconduct, the Administrator shall assign and pay to the veteran concerned the applicable rate of compensation under this chapter as if his blindness in both eyes or such bilateral kidney involvement or such total deafness in both ears or such loss or loss of use of both extremities were the result of service-connected disability."

SEC. 20. (a) Chapter 11 of title 38, United States Code, is amended by adding at the end thereof the following new section : “8 361. Clothing allowance

“The Administrator shall pay a clothing allowance of $300 per year to each veteran who, because of a disability which is compensable under the provisions of this chapter, wears a prosthetic appliance or appliances which the Administrator determines tends to wear out or tear the clothing of such veteran."

(b) The analysis of such chapter 11 is amended by adding at the end thereof the following: “361. Clothing allowance."

SEC. 21. Section 1810(c) of title 38, United States Code, is amended by striking out “$7,500” and inserting in lieu thereof “$10,000”.

SEC. 22. Paragraphs (2) and (3) of section 1811 (d) of title 38, United States Code, are amended by striking out “$7,500" each place where it appears and inserting in each such place “$10,000”.

SEC. 23. The table in subsection (b) of section 1504 of title 38, United States Code, is amended to appear as follows:

and (b) such section 1504 is further amended by adding at the end thereof the following new subsection :

"(d) The subsistence allowance of an individual pursuing a program of vocational rehabilitation on less than a half-time basis shall be computed at the rate of $130 per month for a full-time course."

SEC. 24. (a) Subchapter III of chapter 11 of title 38, United States Code, is amended by adding at the end thereof the following:

"g 323. Aid and attendance allowance

"If any widow is entitled to compensation under this subchapter and is in need of regular aid and attendance, the monthly rate of compensation payable to her shall be increased by $75."

(b) The analysis of such subchapter III, after the heading of such chapter, is amended by adding at the end thereof the following: "323. Aid and attendance allowance."

(1) by striking out “$21” in subsection (a) and inserting in lieu thereof “$23”;

SEC. 2. That subsection (a) of section 411 of title 38, United States Code, is amended by striking out “$120” and inserting in lieu thereof “$130”.

Sec. 3. The compensation payable pursuant to the amendments made by this Act shall be payable beginning with the first day of the second calendar month following the date of enactment of this Act.

Sec. 4. That the first sentence of section 1701 (a) (1) of title 38, United States Code, is amended to read as follows: “(1) The term 'eligible person' means

(A) the widow of an individual who died of a service-connected disability or while a total disability permanent in nature resulting from a serviceconnected disability was in existence,

"(B) the wife of an individual who has a total disability permanent in nature resulting from a service-connected disability; or

“(C) the child of any such individual.”

SEC. 5. Subsection (d) of section 1701 of title 38, United States Code, is amended (1) by inserting “(1)” immediately after "for the purpose of providing opportunities for education" and (2) by inserting immediately before the period at the end thereof the following: "and (2) to wives of men with a total disability permanent in nature resulting from a service-connected disability and to widows of men who die from a service-connected disability or while a total disability permanent in nature resulting from a service-connected disability was in existence, to assist such wives and widows in preparing to support themselves and their children more nearly in the manner which would have been possible but for the disability or death of their spouses".

SEC. 6. Section 1712(a) of title 38, United States Code, is amended by inserting immediately after “eligible person" the first place where it appears the following: “(within the meaning of section 1701 (a)(1)(C))”.

SEC. 7. (a) The first sentence of section 1713 of title 38, United States Code, is amended by inserting immediately after “is sought under this chapter" the following: “or the wife or widow who is an eligible person (within the meaning of section 1701 (a) (1) (A) or (B)) is seeking educational assistance under this chapter".

(b) The third sentence of such section 1713 is amended by striking out "parent or guardian” and inserting in lieu thereof “eligible person, parent, or guardian, as appropriate,”.

SEC. 8. Section 1714(a) of title 38, United States Code, is amended by inserting immediately after “eligible person" the following: ", in the case of an eligible person within the meaning of section 1701 (a) (1) (C), or the eligible person herself requests special restorative training, in the case of an eligible person within the meaning of section 1701 (a) (1) (A) or (B)”.

Sec. 9. (a) The first sentence of section 1720 of title 38, United States Code, is amended by inserting immediately after “eligible person” the following: “or the eligible person, as the case may be,”.

(b) The second sentence of such section 1720 is amended by inserting immediately after "eligible person" the following: “or the eligible person shall prepare for herself, as the case may be,”.

(c) The third sentence of such section is amended by inserting immediately after "parent or guardian” the following: "for an eligible person within the meaning of section 1701 (a) (1) (C) or by the eligible person herself in any other case".

Sec. 10. Section 1722 of title 38, United States Code, is amended by inserting immediately after "parent or guardian” the following: “in the case of an eligible person within the meaning of section 1701 (a) (1) (C)".

SEC. 11. (a) Subsection (a) of section 1731 of title 38, United States Code, is amended (1) by inserting immediately after "eligible person” the first place where it appears the following: "within the meaning of section 1701 (a) (1) (C)” and (2) by inserting immediately after “eligible person,” the following: "and to each eligible person within the meaning of section 1701(a) (1) (A) or (B) who is pursuing a program of education under this chapter,”.

(b) Subsection (b) of such section and section 1732 of such title are amended by inserting “to or” immediately before “on behalf of" each place where it appears therein.

SEC. 12. Subsection (a) of section 1741 of title 38, United States Code, is amended by inserting "or of the eligible person herself” immediately after “eligible person".

SEC. 13. (a) The first sentence of subsection (a) of section 1742 of title 38, United States Code, is amended by striking out "parent or guardian shall be entitled to receive" and inserting in lieu thereof “eligible person, parent, or guardian, as the case may be, shall be entitled to receive or receive".

(b) The second sentence of such subsection (a) is amended by striking out "parent or guardian of the eligible person" and inserting in lieu thereof “eligible person, parent, or guardian, as appropriate,”.

SEC. 14. The second sentence of section 1743(a) is amended by striking out "parent or guardian for training provided to an eligible person" and inserting in lieu thereof "eligible person, parent, or guardian, as the case may be, for training provided under this subchapter".

SEC. 15. (a) The heading of chapter 35 of title 38, United States Code, is amended by inserting Wives', and Widows'” immediately after “War Orphans'".

(b) The analysis of part III of title 38, United States Code, and the analysis of such title are each amended by inserting “, Wives', and Widows'” immediately after “War Orphans' ".

SEC. 2. The tables appearing in subsections (b) (1), (c), and (d) of section 415 of such title, in subsections (b) and (c) of section 521 of such title, and in subsections (b) and (c) of section 541 of such title are each amended

(1) by striking out “$1,800" wherever it appears and inserting in lieu thereof “$2,400”, and

(2) by striking out “$3,000" wherever it appears and inserting in lieu thereof “$3,600”. SEC. 3. (a) Paragraph (5) of section 503 of title 38, United States Code, is amended by inserting "and monthly benefit payments” immediately after “lump sum death payments”, and by inserting “and annuity or pension payments under chapter 9 of title 45” immediately before the semicolon at the end thereof.

(b) In computing the income of any person for the purpose of determining his eligibility for pension pursuant to the provisions of the first sentence of section 9(b) of the Veterans' Pension Act of 1959, there shall be excluded the corpus of his estate and any monthly benefits payments payable to such person under title II of the Social Security Act and any annuity and pension payments payable to such person under any public or private retirement plan, to which the veteran contributed during his working years.

Sec. 4. Section 521 (f) (1) of such title is amended by striking out “$1,200” and insertig in lieu thereof “$2,000”.

SEC. 5. The last sentence of subsection (a) of section 620 of such title is amended by striking out “except where in the judgment of the Administrator a longer period is warranted in the case of any veteran" and inserting in lieu thereof "except (A) in the case of a veteran with a service-connected disability, or (B) where in the judgment of the Administrator a longer period is warranted in the case of any other veteran”.

SEC. 6. (a) Section 622 of such title is amended by inserting “(a)” immediately before “For”, and by adding at the end thereof the following new section :

“(b) The Administrator is prohibited from requiring any further declaration from the applicant, including statements of assets or liabilities, for the purpose of determining inability to defray necessary expenses.”

(b) The Administrator of Veterans Affairs may not, in the administration of the provisions of title 38, United States Code, or of any other veterans' benefit law with respect to pension or disability or indemnity compensation, require a report, statement, or any other form of declaration with respect to annual income from a person who has attained the age of 67 years.

SEC. 7. Sections 902 (a) and 903(a) of such title are each amended by striking out “$250” and inserting in lieu thereof “$350”.

SEC. 8. Section 5001 (a) (3) of such title is amended by striking out “four thousand" and inserting in lieu thereof “eight thousand”.

SEC. 9. (a) As soon as possible after the beginning of each calendar quarter, the Administrator of Veterans Affairs shall determine the extent by which the price index in the preceding calendar quarter was higher than the price index in the applicable base period (as those terms are defined in subsection (e)). If he determines that the price index had risen by a percentage (of its level in the base period) equal to 3 per centum or more, the monthly rate of pension or dependency and indemnity compensation otherwise payable to any person under title 38, United States Code, or the first sentence of section 9(b) of the Veterans Pension Act of 1959 shall be increased by the same percentage (adusted to the nearest one-tenth of 1 per centum), effective with respect to monthly benefits under such title or Act of 1959 for months after the quarter in which the determination is made.
