September 2001 der amerikanische Präsident George W. Bush zum ersten Mal nach den Anschlägen vor die Öffentlichkeit tritt, zeigt er hier einen Einblick in sein tiefstes Inneres, "what you saw was my gut reaction coming out". Bush verurteilt in seiner ersten Reaktion die Terrorattacke und verspricht, "those folks who committed this act" zu finden. Er beendet seine Rede mit einem weiteren Versprechen: "Terrorism against our nation will not stand." Elf Jahre zuvor hatte sein Vater mit der berühmten Formulierung "This will not stand" auf den Einmarsch irakischer Truppen in Kuwait reagiert. Dass Bush jr. mit seiner Bemerkung an die Worte seines Vaters aus dem Jahr 1990 erinnerte, sei ihm damals nicht bewusst gewesen. "Why I came up with those specific words, maybe it was an echo of the past". Fast genau ein Jahr später legte Bush das 'Grand Design' seiner Außenpolitik und damit die strategischen Konsequenzen auf die Angriffe in der 'National Security Strategy 2002' (NSS) vor. Dieses Strategiepapier führte zu weltweiten Diskussionen, u.a. weil das darin enthaltene Vorrecht auf eine proaktive, unilaterale Bekämpfung des Terrorismus durch präemptive Militäreinsätze für Irritationen sorgte. Die vorliegende Arbeit räumt mit einiger dieser Irritationen auf und liefert einen analytischen Beitrag zur Diskussion über die amerikanische Außenpolitik. Im Vordergrund steht die Frage, ob die NSS eine revolutionäre Abweichung traditioneller Grundmuster darstellt oder eher ein "Echo" der Vergangenheit ist. Diese Arbeit schreibt ganz bewusst gegen eine weit verbreitete Gleichgültigkeit bzw. Missachtung geschichtlicher Zusammenhänge an.
