I would like to call this hearing to order. The ranking member, Senator Kyl, should be here in about 5 minutes, but I thought we might start in the interim, and I think other members are going to drift in from time to time. It is really my pleasure to be able to welcome everyone to this hearing this morning. This is the Subcommittee on Technology, Terrorism and Government Information, and the hearing this morning is to give this aspect of the Judiciary Committee the opportunity to take a good look at the President's proposal for a reconstituted merger of several departments into a Department of Homeland Security. This subcommittee has held a number of hearings on the need for more consolidation and coordination in the agencies that combat terrorism. For example, we held a hearing on the report of the United States Commission on National Security in the 21st Century, more popularly known as the Hart-Rudman report, and I am delighted to see that the Co-Chair of that Commission, Senator Rudman, is here today. We also held a hearing on the second annual report of the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction. That Commission was known simply as the Gilmore Commission, and I am pleased that the Chairman of that Commission, Mr. Gilmore, will testify also today. It is good to see the Comptroller General, David Walker, here this morning, as well. (1) |
