Iraq: Threat and ResponseLIT Verlag Münster, 2003 - Всего страниц: 151 The publication of this collection of essays on the current crisis concerning Iraq will not be welcomed by the United States government. Although the authors - a group of German and American scholars, who are moral theologicans, policy analysts, political scientists, and a Middle East historian - write from divergent backgrounds and perspectives, all finally concur, sometimes for different reasons, in rejecting the arguments of the Bush administration in favor of unilateral U.S. military action against Iraq. These essays are uniformly free of the intemperate language and careless argumentation that characterizes some of the opposition to American policy inside and outside the United States, and is therefore easy to dismiss. Whether the authors address either the threat Saddam Hussein represents to his reagon and the world or the prospects for alternative strategies, the reasoning is generally wellinformed, sensitive to complexity, and attentive to detail. The book will help to confirm and strengthen the growing 'thoughful opposition' in the United States and abroad to the Bush policies, and as such deserves to be taken very seriously. |

Стр. 32 - Measures taken by Members in the exercise of this right of selfdefense shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.
Стр. 32 - Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken the measures necessary to maintain international peace and security.
Стр. 23 - AND FOR THESE ENDS to practice tolerance and live together in peace with one another as good neighbors, and to unite our strength to maintain international peace and security, and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest...
Стр. 60 - The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of UN demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?
Стр. 3 - While the United States will constantly strive to enlist the support of the international community, we will not hesitate to act alone, if necessary, to exercise our right of selfdefense by acting preemptively against such terrorists, to prevent them from doing harm against our people and our country; and denying further sponsorship, support, and sanctuary to terrorists by convincing or compelling states to accept their sovereign responsibilities.
Стр. 76 - Our forces will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States.
Стр. 61 - We must choose between a world of fear and a world of progress. We cannot stand by and do nothing while dangers gather. We must stand up for our security, and for the permanent rights and the hopes of mankind. By heritage and by choice, the United States of America will make that stand.
Стр. 61 - But the purposes of the United States should not be doubted. The Security Council resolutions will be enforced—the just demands of peace and security will be met—or action will be unavoidable. And a regime that has lost its legitimacy will also lose its power.
Стр. 18 - There is no intelligible meaning in the idea of the law of nations as giving a right to make war; for that must be a right to decide what is just, not in accordance with universal, external laws limiting the freedom of each individual, but by means of one-sided maxims applied by force. We must then understand by this that men of such ways of thinking are quite justly served when they destroy one another, and thus find perpetual peace in the wide grave which covers all the abominations of acts of...
