PREFACE. The following are amongst the changes in personnel which have taken place since the last edition of the Foreign Office List :- The Rt. Hon. J. Ramsay Macdonald, M.P., has been succeeded as Foreign Secretary by the Rt. Hon. J. Austen Chamberlain, M.P. The post of Parliamentary Under Secretary of State for Foreign Affairs which was filled by Mr. A. A. W. H. Ponsonby, M.P., is again held by the Rt. Hon. Ronald McNeill, M.P. The post of additional Parliamentary Under Secretary and Secretary to the Department of Overseas Trade has been filled by Mr. Arthur Michael Samuel, M.P., who succeeds Mr. William Lunn, M.P. APPOINTMENTS IN THE FOREIGN OFFICE. Mr. Victor Wellesley has been promoted to be an assistant Under Secretary of State, in succession to the Hon. R. C. Lindsay, appointed H.M. Representative at Constantinople. Mr. G. A. Mounsey, Mr. W. H. M. Selby, Mr. S. P. Waterlow and Mr. E. F. Gye have been promoted to the rank of Counsellor in the Foreign Office. Sir Edward Crowe, Commercial Counsellor for Japan, has been appointed Director of the Foreign Division of the Department of Overseas Trade. Mr. A. Duff Cooper resigned prior to entering Parliament. DIPLOMATIC SERVICE. Sir Auckland Geddes has retired from the post of Ambassador at Washington and has been succeeded by Sir Esmé Howard. Sir Horace Rumbold has been appointed Ambassador at Madrid, and Sir Lancelot Carnegie promoted to be Ambassador at Lisbon. Mr. R. Sperling, Counsellor in the Foreign Office, has been appointed Envoy, etc., at Berne; Sir Milne Cheetham, Envoy, etc., at Athens; Sir Colville Barclay, Envoy, etc., at Budapest; Sir T. Hohler, Envoy, etc., at Santiago; Sir Arthur Grant Duff, Envoy, etc., at Stockholm; ; Mr. W. O'Reilly, Envoy, etc., at Guatemala, and Mr. R. Seymour, Envoy, etc, at La Paz. The retirements include The Hon. John Cecil, First Secretary at Washington, Mr. G. E. Hubbard, First Secretary at Peking, and Mr. Harry Crookshank, Second Secretary at Washington. CONSULAR SERVICE. The promotions in the Consular Service include the following appointments :-- Mr. L. E. Keyser, Consul-General at Zurich. Mr. G. D. N. Haggard, Consul-General at Rio de Janeiro. Mr. G. P. Important changes in the regulations governing the issue of passports and fees payable in respect of the renewal of the same have recently been introducd, full particulars of which will be found on pages 124 to 130. REGULATIONS FOR THE DIPLOMATIC SERVICE. These regulations, which will be found on pages 116 to 119, have been further amended. Special attention is directed to the revised provisions of Section 8, relating to leave of absence and to Sections 21 to 23. ARCHIVISTS AT MISSIONS ABROAD. It has been decided to create certain superior posts of Archivists for the performance of some of the duties formerly undertaken by junior Secretaries. A list of the appointments made to these posts will be found on pages 30 and 31: DATE OF PUBLICATION.-It has been represented to the Editors that the usefulness of the List would be much increased were it to be published as early in the year as possible, and an effort will accordingly be made to secure that it shall be issued some time in January. On this account, it will not be possible to ensure the inclusion of information that comes to hand after the beginning of November in the previous year. Further information received after November 1, 1924, including the New Year's Honours List, will be found on page vi. The Editors would be glad to be informed of any errors and omissions that may be discovered by persons using the List.
